Well, you could choose to do a Diploma/ certificate course or a Bachelors in hotel management. From thereon, gather good work experience and then if you intend to take up Masters, MBA in general management or a core specialisation in hotel management/tourism/hospitality management is possible. So, yes it is Diploma/Bachelor/post graduate degree.

It was started as a means to popularise the engineering college as it was expected that due to heavy number of colleges coming up, the supply will soon overpower demand and the colleges will fail. Since these seats are controlled by the people in the college management, it is known as "management quota".
However, it turned out that these administrative people sell the seats to students who want it. Its also called donation.
