Although you can go for a Masters level program but, it would depend on your qualification and the admission criteria of the institute. If you have a PGDBA but doesnt have a graduation then you may be accepted by few of the institutes but not all. (You may get lateral entry through PGDBA in MBA program). However, if you are a graduate you can apply for any Masters program depending on your stream of graduation.

Post Graduate Diploma in Management (PGDM):
TAPMI has adopted a two stage process for admitting candidates to the PGDM Programme. Valid CAT/XAT/GMAT/GRE scores are mandatory pre-requisites to qualify for the admission process consisting of Group-discussion/Case Analysis/Interviews or other evaluation components the Institute deems fit .

So prepaire for that and at the same time specialize in your subject too that is IT, Because it is not a cake walk to be an IAS so there should be an another way of your career that is chosen by you already.

I am afraid that it wont be possible for you as most institutes require graduation or minimum is 12th standard. So i would suggest you to first complete your 12th, then go for graduation and then go for a film making course.
