If you want to study further in foreign Universities you need to have a degree which is UGC or AICTE recognized. As Karnataka State Open University is neither UGC nor AICTE recognized I am afraid you would not be able to apply to foreign countries with this degree. Foreign Students can definitely apply to Karnataka State Open University provided they meet the admission criterion set by KSOU for foreign students.

As you already have an Engineering degree and done.net training which certification is used at bigger platforms and not every company can afford work on it you should either be persistent to find a job in your chosen field and upload your resume on various popular job portals like naukri.com or can go for other similar certifications like PhP, Oracle, python etc.
Advisable would be that you patiently try and find a job.

You just need to show 3 years of job expereince on papers but make sure that your job should cover each and every topic say management accounting and you will get exemption.If somehow your job could not cover a topic or 2 then you need to go for practical training/job which cover that particular topic for 6 months and your 2.5 years of practical training will be exempted by the institute.for further confusion plse free to write more on the same.
