Yes you can do, I think your university is Global open university nagaland. It is recognized, but there is a problem in almost university of India the minimum eligibility of MSc electronics is BSc Electronics , Physics, where as for Nano tech it is Bsc phy, nanotech, etc. Visit websites of Universities who conduct this course.

As your mechanical engg, so you can opt the first optional paper as mechanical engg, second you can opt Math or physics. the other combination is Geography or any literature paper(Hindi, Sanskrit). I further suggest you but first you tell me about your interest paper and something more about your preparation thinking.

you can do this after 10th it means the minimum eligibility is 10th. for admission in Govt. Institution you should go through a entrance test. In many private institution they take admission on marks basis. the better trade are fitter, machinist, diesel mechanic, welder etc.
