There are chances, you may try. But other than this keep track of other good universities in whcih you can take admission in case you would not able to get admission in UPTU like in osmania university, Lovely Professional University, DU etc. LPU provides good scholarship schemes too, do inquire for that also.

Both are good in there own fields. It depends upon your interest. CSE has further many options like network engineer, computer progrmmer, quality insurance etc, Similarly ME also have various designations. Some times recession affects CSE people more than ME people.

Muqeem, If you are confused about careers after graduation, there are a few ways to approach this. If you are very good with maths and programming, opt for Computers (BTech or BCA). I am not sure how good you are with maths and programming. If you are, then you must pick up Programming and take a language whether PHP/ HTML5 (web dev), .Net (for software dev) Java/ Android (for apps) or C#/ Unity (for games). Hi IPE is a fully air-conditioned campus. Our hostel has state of the art infrastructure it has both single and double occupancy rooms ours is a WiFi enabled . Ya we do have ATM facility.it is of state bank group atm. Thanks.
