It is not possible for you to get any government college with those marks as the government colleges cut-off goes much high. You can opt for some to the private institute which will be a better choice.

You must have some excellent project work, internship, patents and publications to make your application strong along with an outstanding SOP. German universities are highly academic in nature. Take the IELTS. If you may, you can take GATE, but not mandatory. A German language certification will improve job prospects in near future. Also, remember that strong recommendation letters will be required.
