Hi,
Please remember the history of backlogs would not affect your chances of getting admission in US universities as long as you fulfil the eligibility criteria for admission.
However please make sure that by the time you apply for admission in university you must have cleared your backlogs.
In order to pursue masters degree from universities in US, you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus you need to take below mentioned tests:

These days there are many universities like Amity, SRM, LPU etc that take into consideration both the marks in 12th as well as JEE. Not only this they are offering scholarships to students on the basis of either of the two.

You can not apply for Germany but you should apply to near by small country where tuition fee is low for bachelor degree in Civil. Once you complete 4 yrs of bachelor degree in EU; you can choose master degree at free in Germany.
