Hi dear,
No, actually, you cant get in IIT or NIT if you are opting for lateral entry. If you want to take direct admission in the 2nd year you cant opt for state colleges or you can go ahead with many private engineering colleges.

In Anna university counselling, they will consider only intermediate percentage but not JEE mains score. But your intermediate percentage is too low for getting into Madras Institute of Technology, so try some other college.

Yes ,you can take the chance. Special round previous rank can't be taken in consideration as it depends upon the student interest. But hope for good. You should apply for the IIIT Ranchi in special round.
