Hello,
If you are planning for US universities, it is very difficult to find universities with the score of 5.5. In other words, I can say that one is not eligible to apply in any university with 5.5 score. Many of the universities accept TOEFL still if someone has taken IELTS then he should have passed with at least 6.5 bands. So if you have scored IELTS with 5.5 band, I would suggest you to retake the IELTS exam.
