Yes, you can but I'll suggest you to take any of the branches in the IET Lucknow as after that there are 2 internal sliding options are available that is only for the students studying there.

You may register for CAT but you need to clear all your papers. Absent in one will create a problem for you. I would suggest you first clear all your papers then appear or register for CAT. And online marksheet will do as long as it is genuine and attested.

PSGIM and Anna University are much better than Madras University. University of Madras does not have the placement records or training facilities as PSG. Also, a regular MBA from Madras University is often compared with its distance programme during the interview process.
