Hello Nisha,
Diploma in engineering is a 3 years polytechnic course, which is not considered equivalent to Bachelors degree and the candidate passing it will also not be called a graduate, because you haven't acquired degree yet. After Diploma you should go for B.Tech then only you will be a graduate.

Getting admission in TU9s is tough because of your UG score. You can apply for some applied Science universities as they are equally good. Your GRE and TOEFL scores are excellent, but you should also try for some TU9s too. Universities like TU-DORTMUND, TU-BERLIN or TU-HAMBURG may select you.
