PhD in US is 4-5 years Minimum it can take a student 4 years. PhD in the US is fully funded by the US University and you do not have to pay anything from your end, they also pay stipend which takes care of your expenses. You also need to take GRE and TOEFL. No, Drawing skills do not have much relevance to VFX industry. VFX is a field of applying your design knowledge to create pleasing effects to highlight and progress the story. So typically a VFX person either comes from animation or film making. The lower end staff comes from graphics. Now, ideally a Course in either Animation or Film Making would qualify you to then take VFX as a specialization and also ensure that you stand on firm ground. Do not focus on what the certification is called, but search more on the learnings from the course. Something like VFX Pro at Arena or similar specialized course from elsewhere can be good. Only check if the faculty is of that level. Placement in VFX is better in South India because of Multiple regional film industries. It could be good in Hyderabad and Chennai besides the usual options in Mumbai which supports the Hindi as well as north region film industries. Technical Director is the best post for a VFX Artist. And low end are Rotoscoping and Wireframe removal artists. Alternatively, like in Programming where after BCA you go for MCA to be accomplished, you may like to pick up superior skills to enter the industry. I would suggest AAIP VFX or VFX Pro. Python is the common language of VFX if you wish to start up with. It's used almost universally, and the ability to script with python gives visual effect artists significantly greater flexibility, and generally speaking ones who are reasonably adept with python are far more desirable in production.
Many areas of VFX (such as image processing, rendering, physics simulation, and increasingly simulation of characters) push the CPU really hard while the TD sits there watching pixels update. For this kind of stuff, the speed of C / C+ is indispensable. There are plenty of libraries around, and you can use C to program the GPU too.
For other VFX stuff, where the speed of writing code is more important than CPU cycles, then dynamically-typed scripting languages like python are good, and of course Python is finding its way into every VFX package there is, nuke, realflow, houdini, maya etc. In Maya, as the whole UI is coded in MEL, it's still easy to work.
