Complete your Bachelor's degree. Once you land a job in India, check for onsite opportunities in your organisation and how one could land one such chance. Alternately, after 2-3 years of work experience you may choose to do Masters abroad wherever you wish to settle or stay for a long time. Class 9th would be too amateur to enroll into app development courses. Probably, as per your syllabus, you will be studying Java or C or C+ as a part of programming language. This too doesn't include the complex details at the moment.
