As per the regulations issued in 2015, admission to any technical courses requires you to qualify in the respective entrance examinations. IIT, Powai is the best institute for doing aeronautical engineering. Reservation in IITs is based on standard Government of India reservation policy. There is no reservation for BPL students. If you are not in a position to support your education, you may evaluate doing B.Tech in aeronautical engineering from IIST. Admission is based on JEE Mains score. There is no fee and you also can get a scientific officer job in ISRO.
