Yes, nowadays, TNEA allows students from outside the state also to register themselves for the centralised admission process. Do remember that the admissions in Tamil Nadu are based on the marks obtained in 12 and there is no common entrance examination. However you will have to register yourself on the TNEA webpage of the Anna University for registering your name by uploading the required documents and paying fees and then wait for your turn in the counselling process. If you look from another angle, merely percentile will not help much once NTA declared the ranking and that too, ranking for each category. This will roughly tell you the chances of success for you to get CSE as a subject in one of the NIT. However, to help you I am attaching a link that can predict the college a for you based on your percentile. I would advise you to please appear for the examination that is going to be conducted in the month of April with the aim of improving on your percentile.

I must say that for a candidate belonging to OBC category you have obtained a reasonably good percentile in JEE Mains. Scoring above 80 is definitely a good score. I am sure with this percentile you will get admission in one of the NIT. However to help you I am attaching a link that will predict college for you based on your percentile.
