No, usually all seats of government colleges/universities get filled up by candidates with high marks in pre-engineering tests due to very low fees and higher reputation. Your only chance is through private colleges but for that also, majority of colleges have already lined up the 12th basis files in advance. Now only third grade private colleges would accept candidates on 12th basis.
