As fashion designing is a highly creative and a specialized field advisable is that you should go for a regular program. However, Few of the Institutes providing
Correspondence program are:
National Institute of Fashion Technology
IIFT Chandigarh
Few of the others are: Bangalore University, Acharya Nagarjuna University Centre for Distance Education, Bharathiar University School of Distance Education. However, you need to check with these Institutes whether or not they have a study centre in Chandigarh.

It is quite true that the chances to get a good job to a fresher is quite low as compared to the ones who have some experience in the same field. But this would not mean that the freshers for a particular field cannot not get a job its just that you need to be more determined and well performing.
I would suggest you to perform well in your certification, and try to gain higher certification to increase your opportunities for the same. There are many institutes in India which offers assistance for the Oracle certifications and to know about the same you may refer to the following link:

Indian Degrees and PG Degrees are given by Universities, which recognised by authorities.
There is no difference between Regular Mode, Correspondence Mode and Distance Mode.
Regular Mode: The institutes/colleges affiliated to universities. Regular classes are there. Degree is given by the universities. Geographic restrictions are there.
Correspondence Mode: Universities run its own center, regular classes are not mandatory, study centers are there. Study anywhere.
Distance Mode: Study centers are there, you have to attend classes prescribed by universities, online study option is also there.
There are advantages and disadvanatges in regular, correspondence, distance mode, the self study is required by students in all modes.

However, the course you choose really depends on which career path you want to choose but, there are short term diploma courses which you can opt for in foreign trade or international business. The other sector related to foreign in which you can find such courses are export-import.

There is no specific academic theory or classification system for recession shapes; rather the terminology is used as informal shorthand to characterize recessions and their recoveries. However, Out of all the recessions the worst one is the L-Shape recession which occurs when an economy has a severe recession and does not return to trend line growth for many years, if ever.
W or a double dip recession is the one occurs when the economy has a recession, & emerges from the recession with a short period of growth, but quickly falls back into recession.
In a V-shaped recession, the economy suffers a sharp but brief period of economic decline with a clearly defined trough, followed by a strong recovery
A U-shaped recession is longer than a V-shaped recession, and has a less-clearly defined trough. GDP may shrink for several quarters, and only slowly return to trend growth.
