Hi,
I am not sure what program you want to apply for but if you are targeting an engineering related program, you should target a score somewhere between 1100-1300. Regarding your other question, yes the IELTS can be taken in place of the TOEFL. You will have to get a minimum band score of 6.5 in the IELTS.

Yes You can Do Mainframe Course , I would like to suggest you to Opt for Database Technologies like Oracle , Because you will be at the central repositary end and you will be more demanded in the real-time industry. GRE and IELTS/TOEFL are the mandatory tests that you would have to take in order to apply for admission in USA. You do not have to take both the TOEFL and IELTS. You just have to take 1 of them. You cannot compare both of them and say whether one plays an equal role as that of the other. In USA, it is always recommended to take the TOEFL. IELTS is usually preferred in Canada or UK. However, you can take any of the exams for any country. If you are planning to take the TOEFL, you should not target a score less than 93. Incase you are taking the IELTS, you must score a minimum 6.5 band score.
