Your score is too low to get admission into the government dental colleges of Kerala. You may have some chance under the home state quota if your state rank is under 40,000 in NEET state counseling in Kerala. To get a government dental college for BDS you need to score more than 350, even for a category-based exemption, according to available previous year cut-off data. In previous years, the closing NEET UG rank for most of the government colleges in Kerala was under 40,000. You may also try to get admission to some private colleges, like the Noorul Islam College of Dental Science in Aralumoodu.

No, you will not be eligible for state quotas simultaneously in both Kerala and Karnataka. The reason is that every state has its own rule for an 85% state quota. For the Karnataka state quota, a candidate should have done schooling in this state for a minimum of seven years. Also, they should have valid resident proof of state. For the Kerala state quota, candidates should be a resident of Kerala for a period of five years or have studied in Kerala from class 8 to 12. According to the Medical Counselling Committee (MCC), the candidates do not need to report to or join the allotted college in the first round of NEET counseling as there is an option of a free exit. If a seat is upgraded in the second round, the earlier allotted seat in Round one is automatically cancelled if the candidate does not attend the assigned college. You can directly apply online for the second round as soon as fresh registration for round 2 starts. In this round, if you get an upgraded seat, you can join the college allocated.

This is due to the normalization process of calculating marks by authorities. According to the score calculation formula:
The MHT CET percentile is equal to 100 (multiplied by the number of candidates in the exam who received normalized marks) divided by the total number of candidates in the exam. This complicated method is used because exams are conducted in multiple shifts, and the difficulty of the paper may be different in each shift. Therefore, your percentile score of 29% is a relative normalized score.

Going by my own experience and of others who have a similar profile as yours, you can expect a call from MDI at about 96.5 -97 percentile. A few people from my batch had received calls at a lower percentile as well but that again varies from year to year. So all in all, 97 percentile would be a safe bet.
