It is too late. The seats are next to full and it would be very difficult to get an admission offer at this time even if admissions are open. It is best recommended to apply for Fall 2011 as you have time to apply. However, approx. 2 months are left for applying for Fall 2011, therefore, i would recommend to start applying ASAP. If you have not taken the GRE and IELTS, then you should do that right away.

For Automobile engineering there are other good options available in Germany however University of Munich, Ludwigmaximilians Universitat Munchen is not popular for Automobile engineering.
If you are interested in Automobile engineering program from germany then these are the good options for you:- RWTH AACHEN University , Dresden University , Technical University Munich etc.

Let me tell you in Germany you are not allowed to go for any part time courses however you can enrol yourself for full time course and do part time jobs as most of the international students doing the same and managing there full time studies also. So better go for full time program , these are the universities where you can try for MS in mechanical engineering :-
1. University of Applied Sciences Esslingen,
2. University of Siegen,
3. RWTH Aachen University,
4. Ravensburg-Weingarten University of Applied Sciences,
5. University of Duisburg-Essen etc.

As per the university's requirement, you have a fairly low percentage. If you want admission in this university, you will have to score above 1400 in the GRE. There is no other option. The admission process also requires you to take the GRE.

While choosing your field of specialisation the most important thing which you should keep in mind is your own interests and career aspirations.
