PSAT is mainly for high school students in class 11th in US and qualifies them for the National Merit Scholarship. SAT is required to gain admissions in a college and shows college readiness. If you have a good SAT score, you can be considered for scholarships along with admissions.
But, taking PSAT is not for admissions purpose. In terms of format and content there is not much difference, but PSAT is the preliminary SAT and the real SAT is tougher.

The scope is always available for studying MS abroad. For that, you need to prepare yourself in a proper way as in prepare for GRE and try to score an excellent number. Collect strong letters of recommendation from the faculty of your last college. Write a SOP (statement of purpose) and review it by an expert. So, these will make your chance more rigid for an admission in a university abroad.

You need to be more specific with the subject. Generally top universities in Canada are UBC, University of Toronto, University of Waterloo and University of Alberta to name a few. Neither of these accepts 3 years Bachelor's degree. However, you can check their websites and email them for specific requirements and information. You may pursue a PG Diploma or the first year of a Master's degree program in India and then apply into universities in Canada as another very common alternative.
