Yes, she can do BE in CSE engineering. She will have to appear for LEET entrance exam conducted by Delhi College of Engineering. IP University also conduct their own entrance exam every year for lateral entry students. After clearing this, she can get admission directly in 2nd year of engineering.

As per your interest, you should pursue aerospace engineering. Aerospace is like mechanical engineering, you will also learn flight dynamics, aerodynamics, thermodynamics, space mission designing, etc. So, if you have an inclination towards mechanical side, then you must go for it.
On the other hand, avionics is more like combination of electronic s and communication, computer science and electrical. It is relatively tough to study and will take serious effort to get a decent score. You may have relatively less spare time. But, if you believe you can handle it and you do like being an avionics engineer, then go for it.

An aerospace engineer is responsible for designing and building the structure of whatever craft it is. An avionics engineer focuses on the electronic systems used within it, i.e. the way it communicates with base camp, monitors fuel systems and reports on altitudes, temperatures and pressures.

Germany is a very good choice. But the problem is you cannot apply after class 12th. They need 13 years of education if you want to apply to a Bachelor's degree. You can, therefore, enroll into a Bachelor's degree programme in India and complete the first year, this way you will complete 13 years. Another option is by clearing the IIT-JEE Advanced exam. Most Bachelor's degree courses are in German and therefore you must clear TestDaf. Additionally, you must clear IELTS for English language proficiency.

There is no difference between these two degree courses BE and B.Tech. Both are engineering degrees and their scope and value are the same. You will never be rejected higher education or a job just because you are a BE and not a B.Tech holder or vice versa.
The only difference in the name is because in those colleges/ universities that offer only engineering courses, the degree is known as B.Tech and in those colleges/ universities where other courses are also offered along with engineering, the title is given as BE. If you notice, there is no college/ universities that provides both BE and B.Tech courses as both are the same.
