Yes, the quota for admission in B.Com is available in Delhi. But CA is not done from a college or university. It is pursued by registering for exams from the Institute of Chartered Accountant in India. You just need to join a coaching class for its preparation.

If you are not choosing LPU for MBA, make sure you are into IIMs or the deemed government business schools of India. Moreover, I would suggest you go through NIRF rankings 2020 for B-Schools and plan accordingly. LPU has been ranked 50th. Also, spending more money on colleges has nothing to do with the quality of education. It has to do with the quality of their infrastructure (for private colleges).

Admission in a community college is easier than a university. You must take the TOEFL or IELTS and of course complete class 12th. But since you have a green card you need not submit TOEFL scores. Apart from these, you must show the financial proof. As a green card holder, you will be eligible for in-state tuition fee which can be around 75% cheaper. You should check the college websites for more information on admission requirements.
