With 15 years of education UK, would be the best study destination for you to pursue MBA, as in order to pursue MBA from US, you need to have 16 years of education.
However, please remember in order to pursue MBA from good universities in UK , you need to have atleast 2-3 years of full time work experience after graduation.
Besides work experience you also need to have very good academic record, preferably 60%-70% plus in graduation, plus you need to take below mentioned test:
1. GMAT.
2. IELTS or TOEFL.

So, as per your profile, I would suggest you to work for 2-3 years and then opt for MBA from good universities in UK.

You can go ahead. The following categories of students are eligible to register directly for Intermediate (Integrated Professional Competence) Course without passing the Common Proficiency Test (CPT):-
1. Graduates or Post Graduates from Commerce stream having secured in
aggregate a minimum of 55% of the total marks or its equivalent grade or other Graduates or Post Graduates having secured in aggregate a minimum of 60% of
the total marks or its equivalent grade in the examination conducted by any
recognised University (including Open University).
2. Candidates who have passed the Intermediate level examination or its
equivalent examination by whatever name called conducted by The Institute of
Cost Accountants of India or by The Institute of Company Secretaries of India.

Hi, The best time to take GRE if you are looking for Fall 2014 is to write in the period June till August 2013. Most Universities will open their applications for 2014 from September end or October and so if you have a GRE score by then, you will be an early applicant and stand a better chance of getting admissions. Your Bachelors degree percentage is good and if you can combine it with a good GRE of 310 range plus, you can get in to some top class Universities. But in general you do not need GRE for UK Universities. GRE is required for most US Universities. Take IELTS or TOEFL and get a good score as well. Look out for programs like Mobile Communications, Fibre Optic Communications, Telecommunications courses in good Universities in UK like Sussex, Brunel, Aberdeen, Nottingham, etc. All the best.

The eligibility criteria for Ph.D varies for every institute. However the basic requirement is a masters degree or an equivalent degree in the relevant discipline.
However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two research publications for the Ph.D programs. Some also require work experience of a couple of years.
So, as per your query, I would suggest you to:
1. Shortlist the universities where you wish to apply.
2. Once shortlisted you may then contact the admission department of these universities to know the exact eligibility criteria for admission.
3. If you meet the eligibility criteria you may then apply accordingly.
