Hi Mohan,
With 7.9 CGPA, it will be challenging to apply to German universities unless you have a very good profile , project works, publications etc. They typically prefer around 9. Your SOP must be very strong and also the LORs will be very important. Opportunities overall are good in Germany but your individual growth will depend on your academic performance, research and project work etc . You have to be a high caliber student.

In order to improve technical skills, choose the domain that you want to be in. If you are already in one, then a mix of theoretical and hands on knowledge helps. More so hands on. Do lot of study from books, online, papers, research documents, follow blogs and websites that share relevant contents and you can take up host of free courses from online resources these days.
