The state doesn't really play a role in deciding whether it is good for pursuing a course or not. What matters in the college you get into. You may get in EMDI Institute of Event Management for event management, this is a good institute.

Yes, the three options you gave are good ones. Ireland is something you should consider. Also, if you apply to UK just remember that one year MS degrees are not accepted in India easily.
