IELTS is a test and there is no scholarship given to take an exam. You have to arrange the fees somehow. Scholarship are given to study a particular course, if you have very good IELTS score and academic percentile then the university may give you a scholarship.

The eligibility for lateral admission is a tricky affair. DTE of tech education of every state that controls lateral admissions also issues eligibility for different courses. You will have to verify this.
But if I may ask, why aeronautical engineering? Electrical engineering has much more potential for jobs than aeronautical engineering.
