With this SAT score, it would be difficult for you to get admission in a decent university. Scholarship is something that you cannot even think of at this moment as far as your SAT score is concerned. It is highly recommended that you retake the SAT. Target a score above 2000 if you want scholarships.

The minimum qualification for the UPSC is a graduate degree and as for the preparation is concerned, every person has it's own way to prepare for various exams and it will be difficult for us to guide you with any definite pattern. I would suggest you to start strengthening areas like your GK, current affairs, knowledge about different personalities, a subject of your interest in which you would like to appear for the exam and would want to qualify the UPSCs as well.
