It does not matter if you are from UP. You can appear for the MH-CET even if you are from UP.
You should be able to determine if you are eligible for the MH-CET from the eligibility criteria mentioned below.
The MH-CET eligibility criteria are mentioned below:
Engineering/Technology, Pharmacy & Pharm.D Courses.

B.Com is a Bachelor's degree. In my opinion, Tally is no way helpful in completing a degree. I think tally software learning is not a part of the syllabus. So, Tally is not at all important in your studies. But If you want to work as an accountant, or as a finance professional, tally knowledge is highly desirable, because many of the business implement Tally ERP 9 as their accounting or business administration software. Nowadays, Tally is a complete payroll software, so you will need it if you want to be an HR professional also.

My suggestion to you would be to cancel your appearance for the BVPCET exam, unless you think you can be ready to appear for both exams. Semester exams are mentally and emotionally draining, and moreover the timings for both exams may coincide which would make it impossible for you to appear for both exams. However, if the timings do not coincide and you feel you can appear for both exams, you can prepare for the BVPCET and leave the last two days running up to the examinations for revision, and focus on your preparation for your semester examination. To qualify for an MS course in Canada, you have to appear for the GRE (Graduate Record Examination) which is a pre-requisite to gaining entry into an MS course abroad. Apart from that, you also may have to clear a language proficiency test required by many universities abroad or in Canada. If you have a strong UG degree, that will also help secure admission in a top MS course in Canada. In other words, your overall application must be strong, to secure admission in a top college in Canada. Your marks in 12th may also be taken into consideration, but most of the time it is not.
