The basic criteria to be eligible for BE is 12th or higher secondary education with Physics, Chemistry and Mathematics amongst the science subjects studied. However, this may vary from Branch and institute. For IITs, It is mandatory to qualify in the Joint Entrance Examinations (J.E.E). The duration for this course is 4 years.
If you really plan to pursue it from a good institute, you should start preparing from now. For your preparation, you can join some really good coaching institute.
