There are many institutes in India, which are offering MBA in IT and it will be very difficult to compare and suggest the best as there is no standard ranking system in India, but you can make a choice for one of the many institutes depending on the various deciding factors like the infrastructure, recognition, course offered, course fee, placements etc.
There are many institutes and more over each management institute offers IT as a specializations from the ones like MDI gurgaon, IITs, IIMs to the ones like IILM, FORE etc.

This is what i collect PG in germany is in german Language. To be eligible for it,you have to spend 2 years learning the german language, because you have to pass german language at the level of higher secondr schools in germany. The german language courses & their examination is held in India at MAX MULLER Bhavun.
You should have :a good knowledge of German
-Recommendation from health ministry of your own country for higher education
-Stipend or sponsership from any organization or any body to accomodate here
