Salary is relative to many parameters like what are your other educational qualifications, your skill level/proficiency, institute from where you are pursuing the diploma, location company profile, job profile etc. etc. Hence in the absence of all this information it is difficult define exact salary. However still you can expect starting salary in the range of Rs. 10000/- to Rs.20000/- which may increase to Rs.40000/- or higher in after a couple of years of experience. Chance are not that bright to get B.Arch in any NIT with a 22000 rank in the JEE Mains Paper-2. but you can give it a try. Although you can try for other subsequent colleges.

NATA comprises of two parts mainly, one being the drawing section and second is the online aptitude test. You can study on your own if you have a fair sense of 2D drawing, 3D drawing and Perspective for the drawing part. You get plenty of question papers online and there are online videos too for reference.
You get books for the NATA aptitude test. Refer some of these books for the test. These questions keep on repeating and they seem quite tricky at first, but are very easy if you know the logic behind solving these question's. You also need some basic knowledge on architects, famous buildings and the material used. That's all.

So far as I know, the scenario of architecture engineering (scope wise) is not much better in India now a days.Even if u chose B. Arch in Jadavpur, u may be placed in an IT firm if your non-tech part will be good. BUT will u be satisfied after doing 4 years of B. Arch nd then joining an IT Firm.
In my view it will b better to opt for CSE in UIT, burdwan.because you'll be in college for 4 years only but you have to carry your branch till the last breath.
As you are interested in CSE and UIT burdwan is also a good college (no doubt, jadavpur university is superb), go for it.
Also try for IEM.
