Though I would suggest you to pursue your graduation from your current university and for Masters in Mech engineering choose Germany as your study destination as the country is known for its technical courses specially automobile and mechanical!

Admission to this course is done through a Centralized Admission Process (CAP) conducted by the Directorate of Technical Education (DTE) every year.

no problem at all. health is more important than everything else. it is a normal thing for a student to lose a year of study sometimes due to health issues. You only need to ensure that you along with other family members provide constant support, motivation and guidance to him. Also till the time he is recovering from any illness you can suggest him to read books and take some hobby classes for pastime.
