Hi,
The basic eligibility criteria for B.E / B.Tech is higher secondary or 10+2 with Physics, Chemistry and Mathematics with fairly high percentage of marks in aggregate. In some universities diploma holders in telecommunication engineering or those with B.Sc. degree are eligible for admission to the B.E. course.
Admission to the B.E/ B.Tech courses is made on the basis of the marks obtained in +2 and the merit in the entrance examinations. Entrance to the IIT's is through the JEE' (Joint Entrance Exam) and for other major institutions through AIEEE or their own separate entrance exams and other state level and national level exams.

As for opting subjects in Civil service is concerned, well you should either go for one that you have studied and proven to be academically sound in that particular subject(s) or you may look up to a subject that has been your subject of your interest.

Hi Sandeep,
Although, you can complete your graduation through Distance Education but getting entry directly in the third year would not be possible, so you have to restart your Graduation. Another option would be that you go for one sitting degree through Institutes like KSOU, Osmania University etc. but you have to keep in mind that these one sitting degrees doesn't hold much value in the job market.
Although the last decision lies in your hand but, advisable would be to go for repetition of graduation rather than going for a degree which doesn't have any value.

ACCA is one of the good option to take up but along with IPCC will complicate things as a lot of Time management skills are required. Also IPCC is the first level for Chartered Accountancy then opting for ACCA would be a career diversion.
