If you didn't clear JEE Mains and BITSAT, it is not that you will not be eligible to crack UPSC. In order to crack UPSC., you have to be have a graduate degree. All the best for your preparation!

Jadavpur University doesn't consider JEE Mains rank. To get into JU you need to appear in WBJEE.
