JEE Advanced examination is yet to be conducted this year on 27 May 2019. IIT Roorkee holds the responsibility for conducting the exam in computer-based mode. Candidates who have cleared JEE Main will only be allowed to sit for JEE Advanced. So, it is too early to answer if you will get admission in IIT or NIT with 70 marks in JEE Advanced examination. It totally depends on the cut-off marks for different categories. Though generally, SC, ST, OBC students do get admissions into IIT with these marks. Advanced (A) Level - (London / Cambridge / Sri Lanka) General Certificate Education is considered for IIT JEE Mains exams. If you have completed from one of these boards there is no need to enroll into a 10+2 program again.

It depends on your rank. Also, DCRUST, Murthal accept JEE or not for this year. Did you appear for Haryana Engineering Entrance Exam this Year? It also depends on the rank the in State Engineering Exam. See the last year cut-offs of DCRUST, Murthal. Fill the JoSSA admission form properly. If DCRUST, Murthal is available in JoSSA's list of engineering colleges. Do your research.
