According to my point of view, 11th 12th is a better option because after 12th, you can pursue B.Tech and got good package. Also, if you are capable, but in polytechnic, you can become junior engineer.

The name of the college you provided is basically famous for petroleum engineering so you can not expect more for CSE engineering from this college and also placement.

Both of the courses are good. It depends on the knowledge and skill set of the candidate for getting job. You should select a course according to your interest. If you've interest you will learn more and eventually will get a good job.
