Yes, it's almost like that. However, some people have very important role of luck combined with their talent to get a job as a News Anchor without becoming a News Reporter.
It's a pretty difficult job to get, but the path is somewhat straight forward:
1 - With a degree in Journalism; get a job as a reporter at a TV station in the middle of nowhere. Do anything and everything to get on air as much as possible.
2 - Compile a reel of all your best times on-air, submit this to TV stations at slightly less middle of nowhere markets.
3 - Once you have moved at least once, and find yourself in a place you could deal with living in for a while, and where the current on-air talent is old or weak, set to becoming an anchor for the local news, on any show, including the 5 am stuff. Make sure to kick ass when any real news happens.
