Hi Swapnil,
To pursue Astronomy, you require to have studied Science in 12th, followed by further graduation in Physics or Maths but as you don't have the prerequisites, it is difficult to be eligible for the same, also after coming so far in your education domain, looking for a career in astronomy is very difficult and least of any possibilities. I would suggest you to focus on your current career field only and look for better career opportunities in the same.

Dear Saurabh,
You can apply for visa 3rd time when you wish. But you need to prove circumstances changed compare to last 2 times and your situation changes sothat new visa officer (yes, last 2 time's visa officers cannot take your interview 3rd time) can issue visa to you.
I think chances of getting visa on 3rd time is very less so you need to prepare very well. You need to start thinking about other options also sothat your career can move further, if 3rd time decision is not in favour. There are private institutes that do permit lower grades. Universities like Sikkim Manipal University permits MBA intake for lower grades. If you have more than 3 years experience, you may opt for IGNOU MBA.

There aren't any such institutes from where you can pursue your M.Arch through Correspondence/ part time; also it is not advised to pursue education through this mode.
