Hi Kavita, thers is no any problem for student like you from bio stream. Because for UPSC exam they only required graduate from any stream, like-BA, BCOM, BSC, BCA, BTECH, BE and other stream.
But you have to be good in competative exam for career into that.

Yes, I suppose you can go for Phd after M.tech. The only thing which is not allowing me to give you a very confident "Yes" is the fact that you are pursuing M.tech from a university which doesn't have any approval of joint committees. Thus, I would advice you to personally contact the university from where you planning to pursue it. If you still don't have clear idea about the university u want to get into, you can consider these universities - Delhi University, BHU etc. One can also consider UPES, Dehradun which is also well acknowledged for its unique academic programs and well qualified faculty

HI Venu, if you looking for admission in college, so make sure that college must be UGC/AICTE approved or by DEC for distance education courses. If anyone suggest you some colleges so you can check their details online or from particular universities's webside.
