It wont be justified to judge any University or institute as it may lead to a biased view. As for Punjab Technical University (PTU) is concerned, I would say that it is a nice university and you can give it a thought.

Rachita, At this stage, you may want to understand the creative world and the careers it offers. There are many careers for the creative/ artistic people. Interiors, textile as well as Web Design rely on the same skills - your layout skills and color sense. Journalism also is at this level and relies on your language skills and knowledge of history and current affairs. A little higher perches Graphic Design, Fashion Design, jewellery design, Acting, and Fine Arts which rely on one of your artistic skills - sketching and imagination. At a similar level perches VFX as well as Motion Graphics which rely on one of your artistic skills - Cinematographic skills and imagination. Then come careers like Animation, Film Making, Game Design which rely on multiple talents like your authority over sketching, acting, direction, voice, sound, writing, storytelling and problem solving skills etc. Any extra skill can be used in this. So it turns out to be one of the most challenging as well as satisfying careers. Sure not recommended for the weak hearted. Do remember that digital design careers (e.g. web design, graphics, UI design, animation, vfx, multimedia) give better profits since they can be delivered anywhere in the world and hence may earn in dollars - resulting in better rewards for designers. In order to take CAT test the candidate must hold a Bachelor's Degree, with at least 50% marks or equivalent CGPA [45% in case of the candidates belonging to Scheduled Caste (SC), Scheduled Tribe (ST) and Differently Abled (DA) (It may also referred to as Persons with Disability (PWD) category)], awarded by any of the Universities incorporated by an act of the central or state legislature in India or other educational institutions established by an act of Parliament or declared to be deemed as a University under Section 3 of the UGC Act, 1956, or possess an equivalent qualification recognized by the Ministry of HRD, Government of India.
So with 40% marks in graduation you are not eligible to take CAT test and pursue full time MBA or PGDM program.
However if you wish to pursue full time MBA or PGDM program only in that case I would suggest you to apply for improvement exam and prepare well so that you may score atleast 50% marks in graduation and you are eligible to take CAT test and get admission in full time MBA or PGDM program.
The other option for you would be to pursue MBA through distance education as in order to pursue this program you need to be graduate in any field.
