FMS Delhi has a well structured procedures for admitting new students every year. Aspirants have to first apply through FMS website and they do have to appear for CAT. After appearing in CAT, aspirants percentile are collected by FMS Delhi and a list is shown of few selected students who will be called for further rounds of evaluation i.e GDPI rounds. This year CAT percentile cut off is 98.54 . Since, you haven't appeared in CAT 14 and did not apply through FMS Delhi's website, then you will not be considered for admission process this year. Apply next year i.e give CAT 15 and then apply at FMS Delhi. Score a high percentile, then i am sure you will get selected. All the best !
