Chemical Engineering is not available in correspondence mode.
However your brother can do AMIECHE (Associate Membership in Institute of Chemical Engineers)
This is a 2.5 years Associateship course after B.Sc. and Equivalent to BE in Chemical Engineering

you are written your brother already completed his B SC CHEMISTRY SO HE IS GOOD but i suggested his you are want to go through chemical engineering. colleges exempt subjects and bsc students go for LATERAL ENTRY for only 3 years so if interested only correspondence go through IGNOU standard college OR he should do regular NO FOR 4 YEAR COURSE. ONLY 3 YEAR COURSE

As mentioned by Kankshi, you could consider doing a masters degree from the various NZ universities. You could also consider doing a graduate/PG diploma in Civil Engineering/ Construction Management.
After the recent earthquake there are a lot of jobs in the construction industry in Christchurch. Hence, you stand a good chance to get a good job after doing a course
