IELTS is valid for 2 years. It is very much accepted in US/Canada/UK/Australia even if it is 1 year 11 months old. Don't worry. Go ahead and apply if you have already taken the IELTS and your score is older than a year.

Yes. You can. Different states may have different selection procedures for their engineering admission into second year admission for Diploma holders. But technically you can join in any state in India.

It totally depends on your whether you want to pursue this course in India or Abroad. If you are looking for networking and international exposure, then USA is the destination for you, else you should pursue it from India. Consider the cost of studying as well. In India, you Mtech degree won't cost you more than 10,00,000 Rupees whereas in US, atleast 20,00,000-50,00,000 Lakhs cost will be incurred.
