It totally depends on the college in which you wish to apply. Some colleges do grant scholarship based on the percentage in board exams. So, decide on the college and check with them about the relaxation.

I think you should go for UPES, although fee structure of upes is very high. You cannot get any NIT with these marks. One most important point is that upes is not good for CSE.

We really can't say that as the cut-offs vary every year.
If your overall percentage is 90+, you sure shot gonna make it.
If from 85-90, then you do have a chance in the 2nd list.

All the flying clubs are DGCA approved. No one can start or operate a flying club without DGCA's approval. You may look for clubs which have better facilities like Navigational systems, Availability of instructors, suitability of weather for training flights and aircrafts. As far as reputation is concerned you should look for IGRUA, NFTI, Chimes Aviation, MPFC, Carver Aviation, NFC Nagpur and BFC Mumbai. Mind it they don't repute in terms of placements it's just that the training is good there. And they also cover most of the above mentioned criteria.
