It is not possible at all to take both the exams simultaneously.
You will have to go by the procedure and in order, you need to clear the 2nd year and there after 3rd year.

The cut-off depends upon various factors like Past years Cutoff trends, Total number of participating institutes, total Number of seats available, total number of candidates who cleared the UPSEE exam and the total number of candidates who appeared for the entrance exam. However for instances the previous year's cut off trends in "Information technology" course are following. In 2016, SC girl opening rank=13395 and closing rank= 16334
# In 2017 SC girl data is not with us. However, SC opening and closing rank are 5908 and 10847. So, you have a bright chance for getting admission in IET/Lko.

First of all you are in Amritsar so I would suggest you to take admission in GNDU only. Second thing nowadays cyber security is trending but still I think that scope wise CSE is much much better option than cyber security. So it depends on you now. All the best!

ACT scores are out usually after two weeks of the test, if there is a delay there is no need to panic. In many instances results are delayed due to verification processes or delay from the test center itself. If you check your ACT web account or the website itself you will find the results date. Sometimes due to time differences also there is a delay. If your results are not out even after 8 weeks then you need to write to ACT. Other than that there is nothing you can do.

YES! If you can code and apply logic, take it. Passion, perseverance and patience to solve problems will make you a great CS undergrad. I was in the same boat. I took up Engineering Design in 12th, (something unique I know). It was easy, scored a 95+ in boards but deeply regretted taking it up and missing out on Computer Science since I have been into Computers since 7th grade. Advice:

Yes, You can do Diploma courses after 10th. There are a lot of diploma courses in the market for the professional carrier and could help in your professional carrier.
You can do Three year polytechnic diploma from any branch which will be equivalent to 12 std and help you to find out a job after that you can do your graduation on your salary.
