Hello Bharath, frankly speaking there is nothing much to distinguish between these two good institutions. Both have a good academic reputation as well as a reputation for placements. I feel you should take admission in any one of them.

Take your best four subjects including account and mathematics if it's 95% above, then you have chances to get into DU.
It all depends on their cut off % which changes year to year but we can assume it will be 96% above because every year, it's % cut-off is above 96%.

I think you shouldn't wait for the 3rd list, because Deshbandhu is not that much bad or low standard college, Go for it, and if you want to change the college so you can do it after 1st year in Deshbandhu by migration process. To get admission in DU is reliable. The college doesn't matter that much, after all, the degree of DU is important. That is my opinion. Rest of the decision is totally up to you.
all the best

If you can afford and if you get admitted to a good university, then it's a great option to go abroad and study there. Not that our Indian Institutes are not good enough but foreign universities may give you that extra edge over others. Other than that nothings different. Best of Luck for your future endeavors.
