There is nothing like better PG in Abroad. There are various top universities like UPES which place their students in various foreign MNC's. And since you are from core sector, so my advice to you is that go for post graduation from India. It will cost you cheap and also its quite parallel to International standards these days.

I think is better to join in second year.bcaz the diploma is for 1 1/2 year till u will complete ur gruadation n u can grab the oppurinity.as i have seen the it company they will take after grudation only.

Hi buddy, to get admission in MBA, you need to have at least 50% marks in your graduation. You are also not required to crack CAT/MAT exam. There are some universities which conduct their own entrance test as well. Like, i did my MBA from UPES which also conduct its own entrance tests. Basically, UPES provides domain specific and industry ready management, engineering and legal professionals, at the graduate, postgraduate and doctoral levels.

if u are looking for govt job after persuing engg. right now you have many opportunities like BHEL exam is going to have then EIL announced exam just two days back.or if you feel that you are not prepared for psu's then join any of the institute to garnish yourself and i guess from may or april all exams announcement starts.
