Eligibility Criteria
A three-year Bachelors Degree (10+2+3) or its equivalent in any discipline statutory university with at least 50% aggregate marks of equivalent CGPA. Appearing in the final examination of a Bachelor's Degree can also apply.
Admission Policy
Institute follows a policy of merit based admission hence it will seek application from all graduates with minimum 50%. In final year of graduation can also apply, however it is subject to their securing 50% in aggregate. Bachelors Degree of any statutory Central / State / Private University or any recognized Foreign University will be considered for graduation.
The admission in PGDM would be through written test followed by group discussion and personal interview. SIMS would conduct its own written test. The Institute will also use scores of CAT, XAT, MAT, ATMA, GMAT and MET scores for those who have not taken SIMS Test for short listing the candidates, for process of shortlisting the candidates. After shortlisting, group discussion and personal interview (GD&PI) will be conducted by the institute. The final admission will be based on the summative score of exam, psychometric test, GDPI and application scaling. The admission procedure will incorporate industry opinions

For admissions you have to give GRE and TOEFL or IELTS as per the university requirement.
For more info I would request you to visit the nearest DAAD office. It is one organisations that you can approach for scholarships which is a German govt. approved organisation and have their offices in various cities in India.
Now as you have mentioned Fund, I would like to say that education in Germany is govt. funded so you may have to give a very minimal fee ranging between 140- 500 euros.
The living expenses may cost upto 740 euros.
Also I would request you to go for a German language course as it will help you get Part time employment. A student in Germany can work 90 full days or 180 half days.

As your perfection stands in Coreldraw and Photoshop, there are several companies dealing in Web/ Graphic designing which are in need for these skills. You can definitely apply for those, but then as correctly said by Anitech, you need to improve your communication skills as this is the most important phase and the first source of interaction with any person or company.

There are some good colleges in NZ who provide PGDC courses . You should have couple of things cleared out before you apply to them:
1. PDGC Animation means you have already done some sort of animation from some place, then what is your skill set area ? Pre Production/Production or Post Prodction as you might need to specify this in your inquiry
2. Have a good 5-10 mins portfolio in 2D/3D
3. Know that any course in NZ would cost you approx INR 3-8 lacs [Excl Food/Accomodation]
4. Jobs / Carreer opportunites are there mostly as
2D Specialized Artists
3D Charater/ Rigging/ Lighting/Compositing/Texturing Artist
VFX / SFX Artist.
MoCAP [motion capture]
There are how ever limited openings for Graphic/Web Designers in NZ as compared to 2D/3D artists.
So you have to aim at a particular skill set and specialize in the stream . NZ has some of the best Animation and Post Production Studios in the world where talented artists make thier mark.
