It will depend on your profile, budget and the country. it is a good practice to complete your B.Sc here with very good grades and then enroll into a MS program abroad. Many universities requires or allow students to complete their Ph.D after MS. The final decision will be yours. If you have can maintain your academics and finance you can go anytime you want.
